The San Juan Capistrano groundwater recovery facility normally produces as much as 50 percent of the city’s drinking water, but low groundwater levels have dropped production to 30 percent. The city stopped using two of its eight wells to allow the basin to recharge, but drought continues to cause the level of the remaining six wells to drop.
