The initial allocation for the Central Valley Project was zero percent for most Central Valley farmers as the Sierra Nevada snowpack remained thin. This is a nightmare for CVP farmers who received no water in 2014. The storms that have come through the state have been warm, leaving little snow in the Sierra Nevada to fill CVP reservoirs. Urban areas, such as Santa Clara, Alameda and Contra Costa counties, were told to expect 25 percent of contracted amounts.
