Mark Cowin, director of the state Department of Water Resources, reported to a California Senate joint oversight hearing that roughly 1,900 wells have gone dry. Of the 4,500 or so monitored wells in the state, 40 percent have dropped more than 2 feet, more than 15 percent have fallen more than 10 feet and some wells plummeted more than 25 feet in central California.
