The 2015 drought rate of $175 per acre-foot of water was reduced to the new firm water rate of $145 per acre-foot on Nov. 18 after the Lower Colorado River Authority Board of Directors lowered the wholesale water rates for cities and industry. The LCRA withheld water from downstream rice farmers for several years and the lost revenue forced the nonprofit river authority to raise wholesale water rates to cover fixed costs.
