Local water districts in California can fine homeowners associations that attempt to prevent homeowners from reducing outdoor watering or allowing their grass to turn brown amid drought after the State Water Resources Control Board approved the regulation on Feb. 2. A state law passed in 2014 ruled to the same effect, but homeowners had to take HOAs to court to get relief from fines. Palm Springs Desert Sun (Calif.), Feb. 4, 2016
