Sen. Dianne Feinstein filed a water policy bill on Feb. 10 that was informed by two years of bipartisan meetings, consultation with federal, state and local groups and conversations with farmers and environmentalists. The bill does not mandate the amount of water to be pumped from the Central Valley Project or the State Water Project, both of which carry water from Northern California to the south. In the short term, the bill includes provisions for capturing water from winter storms, fueled by El NiƱo, and would allow water agencies to increase pumping for a greater portion of the year without having to return the increase by pumping less later. In the long term, the bill proposes to authorize $1.3 billion in funding for Western states for desalination, recycling and storage. Los Angeles Times, Feb. 11, 2016
