Residents of Birmingham could face a surcharge of 200 percent for excess water use after Birmingham Water Works enacts stage 3 of its drought management plan on Nov. 19. The surcharge would be added to the regular water bill, meaning people who use a lot of water could end up paying about three times as much as usual for their water.
