Claremont’s Department of Public Works foresees the need for mandatory water restrictions because the flow of the Sugar River was 16 cubic feet per second, the second lowest rate in 88 years. The water intake was also just 16 inches below the water’s surface. In addition, drought was forecast to persist through the end of the year, making conservation essential. Neighboring Newport enacted mandatory restrictions because Gilman Pond, its primary water source, was getting low. Valley News (White River Junction, Vt.), Oct. 18, 2016
