The Madera Irrigation District, the Fresno Irrigation District, the Laguna Irrigation District in Riverdale and some farmers were taking water spilling from Friant Dam and using it to recharge groundwater supplies. The U.S. Bureau of Reclamation began releasing water from Millerton Lake to create space for all of the storm runoff, which angered farmers who feel that the state ought to build a dam to store the water.
