Spring running slowly, requiring water rationing in Adair County, Oklahoma

Our spring has dropped to a very low level forcing us to ration our water by only doing one water "event" a day. The vegetation is dry and fire prone. I have looked at the last few months and found that 3 out of 4, with the exception of October, have less than 1/2 inch of rain for the entire month.
