Farmers in the Sacramento and San Joaquin valleys began irrigating in December to make up for the dry start to the water year, which began in October. Farmers typically do not need to start irrigating until mid-May. Given the dry conditions, two irrigation districts, the Modesto Irrigation District and Turlock Irrigation District, were considering offering a winter allocation.
