The Malheur County Court declared a state of emergency for the county as drought caused severe economic damage to the agricultural sector. In southern Malheur County, ranchers hauled water for their cattle when stock ponds went dry. Low water flows for irrigation reduced hay production in 2018, as well as for 2019.
