Recent precipitation allowed California to suspend the drought curtailment orders imposed late summer, allowing cities and irrigation districts to draw from rivers again. Diversions were curtailed to keep adequate amounts of water flowing for fish and water quality. Most of the orders were for streams in the Sacramento-San Joaquin Delta, where about 10,300 agencies and individuals hold rights along the tributaries. The drought continued despite the heavy precipitation brought by the intense Pacific storms. Modesto Bee (Calif.), Oct 28, 2021 The State Water Resources Control Board sent formal “curtailment notices” to 4,500 farmers drawing water from the Sacramento or San Joaquin rivers and tributaries, ordering them to end the withdrawals or be fined up to $10,000 daily.
