Drought restrictions ended in Victoria after record rainfall on Jan. 24 and a very wet start to 2023. Stage one voluntary conservation measures had been in effect since Dec. 15. Victoria Advocate (Texas), Jan. 24, 2023 Victoria entered stage III of its drought contingency plan in August as the level of the city’s primary reservoir fell to 42 feet above mean sea level, or about 50% of total capacity, as low rainfall upstream caused the level of the Guadalupe River to fall, limiting the city’s ability to draw water from the river. Recent rainfall boosted the level of the Guadalupe River, allowing the City of Victoria to move from stage III drought restrictions to stage II. Residents were asked to continue conserving water.
