The Interstate Commission on the Potomac River Basin began drought monitoring on September 11 as the river fell below 2,000 cubic feet per second at Point of Rocks, Maryland, which is upriver of Potomac intakes for the Washington Aqueduct, WSSC Water and Fairfax Water.
