The County of Maui downgraded its water shortage from Stage 3 to Stage 2 as the region endured historic drought. Maui County’s Department of Water Supply declared the Stage 3 water shortage on Oct. 17, allowing water use for only essential purposes like drinking and sanitation. Some rainfall allowed the state Commission on Water Resources Management to downgrade the water shortage to Stage 2, but concern persisted about low stream levels and water levels in water treatment facilities.

The County of Maui Department of Water Supply declared a Stage 3 water shortage, effective immediately as ongoing drought continued to reduce water levels. The Upcountry service area covers Makawao, Upper and Lower Kula, Haʻikū, Hāliʻimaile, Pukalani, Kokomo, Kaupakalua, Ulumalu, Keōkea and ʻUlupalakua. Water conservation measures were enacted to preserve remaining water supplies to ensure continued access to water for essential public health and safety purposes. All nonessential water use for commercial and industrial purposes should end.
A Stage 3 water shortage exists if the Director of Water Supply determines that the anticipated water demand in an area is projected to exceed the available water supply by 31% or more. The Stage 1 water shortage took effect April 17, 2025. The Stage 2 water shortage began Sept. 11, 2025. The Stage 3 water shortage took effect Oct. 17, 2025, and will remain until further notice.
